Based on the Decree of the President of the Republic of Belarus dated June 21.06.2011 № 261 "On the establishment of JSC "Development Bank of the Republic of Belarus ", one of the most important tasks of the Development Bank is to promote the development of export through its financial support.
Financial support of export by the Development Bank is carried out in the framework of the Decree of the President of the Republic of Belarus dated 25.08.2006 № 534 "On promoting the development of export of goods (works, services)" (hereinafter - Decree № 534) through financing:
- leasing organizations, that are residents of the Republic of Belarus, for the acquisition of goods property of residents of the Republic of Belarus included in the list approved by the Council of Ministers of the Republic of Belarus (hereinafter referred to as goods included in the list) for leasing or sale to organizations that are not residents of the Republic of Belarus, with the exception of foreign banks;
- organizations that are not residents of the Republic of Belarus, with the exception of foreign banks, to pay for goods sold by residents of the Republic of Belarus included in the list, works, services, or for prepayment of manufactured goods and (or) sold by residents of the Republic of Belarus of goods included in the list of works, services;
- organizations that are not residents of the Republic of Belarus, with the exception of foreign banks, to pay for goods sold by organizations that are not residents of the Republic of Belarus that are included in the list and purchased by them from residents of the Republic of Belarus under export contracts for which export loans were not provided under this Decree;
- non-resident banks for the purpose of subsequent financing of buyers to pay for goods sold by residents of the Republic of Belarus that included in the list, works, services or for the prepayment for goods manufactured and (or) sold by residents of the Republic of Belarus that are included in the list, works, services
Decree of the President of the Republic of Belarus dated 23.02.2016 № 78 “On measures to improve the efficiency of social and economic complex of the Republic of Belarus” states that the Development Bank is the only financial institution that provides export loans to non-residents.
